Cybernation Germany: ATHENE Strategy for Digital Sovereignty

ATHENE COO Prof. Michael Waidner and ATHENE Board Member Prof. Haya Schulmann have developed a forward-looking vision with the concept of "Cybernation Germany", which is also supported by BSI President Claudia Plattner. Although Germany is an international leader in cybersecurity research, this expertise has not yet been sufficiently translated into a leading market position in the global cybersecurity sector - a deficit that can be attributed to regulatory hurdles, an acute shortage of skilled workers and a pronounced aversion to risk. Applied research could act as a driver of innovation in Germany, as could the military and the start-up culture in Israel, but this would require targeted incentive systems and support structures. A successful transformation into a "Cybernation Germany" therefore requires fundamental changes in technology transfer that systematically promote and accelerate both spin-offs and transfers to established companies.
